Anonymous i am almost done with the Chinese translation. It's working on my site. however, neither i can submit it via SVN, not can i submit it to the patch tracker. I don't have write privilege on them.

Why can't you submit to the patches tracker? Everybody can.

I can also give you write access for SVN commit if you know how to use that
